PFT: Jets rookie QB Geno Smith learned his lessons

Geno Smith is learning, and in a hurry.

And that has only partially to do with football, but everything to do with how he deals with the attention he?s going to be getting as a Jets quarterback.

Smith said reports about his immature behavior before and after the draft were ?inaccurate,? during an interview with Alex Marvez of FoxSports.com and Jim Miller on SiriusXM NFL Radio.

?It?s just eye-opening. It allows you to see exactly what business you?re in,? Smith said. ?I understand it?s part of my job to handle that. I?m going to take it in stride and do all the things that are necessary to make me and my team look good.?

Good luck with that.

From reports about his draft weekend travel plans, to the criticism he?s taken for switching agents, Smith thinks he?s been unfairly portrayed.

?From the standpoint of me being a diva, you talk to my teammates and coaches from Little League. Nobody will say that,? Smith said. ?From the standpoint that I switched agents because of where I fell in the draft, I?m not naive. I understand an agent can?t get you selected higher or lower. It?s based on what teams need and the decisions they make in the front office.

?Just the whole draft experience and everything that went down, I was supposed to be leaving the draft and all that stuff, that was inaccurate again. There were a lot of things that were said that were anonymous and inaccurate. But all that comes with [the territory]. I?m built for it, so I?m not really worried about it.?

Given the Jets? recent dysfunction, he has an opportunity to not only win a starting job, but to make himself look good in the process simply by being the new guy. He?s prematurely predicted playoffs, but he?s never butt fumbled, which gets him off to a good start.

But to succeed, he?s going to have to prove he can handle both responsibility and criticism, because both are coming.

CLEVELAND (AP) ? Yan Gomes hit a three-run homer in the 10th inning and the Cleveland Indians, twice revived by Seattle's fielding errors, beat the Mariners 10-8 on Monday to complete a four-game sweep.

Gomes, who also homered in the second, drove a 3-2 pitch from Charlie Furbush (0-3) over the wall in left, giving the Indians their fifth straight win, third walk-off over the Mariners in four days and most improbable victory of what is becoming a special season.

As Gomes reached the plate, he was mobbed by teammates following the comeback that became necessary after Cleveland's bullpen gave up homers in the eighth, ninth and 10th innings.

It was the Indians' first four-game sweep of Seattle since 1981, and the rally gave Cleveland its 18th win in 22 games.

Joe Smith (2-0) won despite giving up a go-ahead homer to Justin Smoak in the 10th.

Ryan Raburn hit a three-run homer for Cleveland, which opened a 2 1-2 game lead over Detroit in the AL Central.

The Mariners got a tying homer by Kyle Seager in the eighth and a go-ahead shot by pinch-hitter Endy Chavez in the ninth but couldn't close it out because of their own miscues.

The Indians were an out away from losing in the ninth when Seattle closer Tom Wilhelmsen dropped an underhanded toss while covering first, allowing the Indians to tie it 7-7.

After Smoak homered in the 10th, the Indians were three outs away from losing when the Mariners helped them again.

Michael Brantley singled and Drew Stubbs followed with a bunt that Furbush, seeking his first career save, fielded but bobbled. The left-hander rushed his throw to first and would have had Stubbs ? umpire Tim Timmons called him out ? but Smoak dropped the ball.

Gomes then delivered his game-winning homer as the Indians improved to 21-7 since April 20.

The final three innings bordered on the absurd as the Mariners took the lead only to give it away with their bone-headed plays.

Wilhelmsen's error in the ninth not only cost the Mariners a certain win, but it allowed Cleveland closer Chris Perez to escape a loss after he gave up the homer to Chavez in the ninth. It was another bad outing for Perez, who gave up back-to-back homers in the ninth on Saturday but wound up getting a win.

With Seattle trailing 6-5 in the eighth, Seager homered off Vinnie Pestano, who recently came off the disabled list, into the Mariners' bullpen for his fifth homer.

The Indians took a 6-5 lead in the seventh off Yoervis Medina without hitting the ball beyond the infield grass.

Seattle starter Hisashi Iwakuma was tagged by the Indians for five runs in four innings, but the right-hander settled in and retired the final seven hitters he faced and got a no-decision. He gave up seven hits and struck out six in six innings.

Iwakuma won his previous three starts and came in with the AL's second-lowest ERA.

Indians starter Scott Kazmir didn't get out of the fourth as the teams combined for 10 runs and 14 hits through four innings before the game slowed to a crawl.

Raburn and Gomes hit back-to-back, two-out homers in the second, when the Indians caught a break to take a 4-2 lead.

With Carlos Santana on with a one-out double, Mark Reynolds just missed a homer, flying out to the track in left. Brantley walked and Raburn fell into an 0-2 hole and appeared to take strike three, but plate umpire Laz Diaz called Iwakuma's pitch a ball to give Raburn new life.

He made the most of it, connecting for his fifth homer to make it 3-2. Gomes followed with a shot onto the pedestrian porch in left.

The Mariners scored two in the third to tie it, with Morales hitting an RBI single and Kyle Seager scoring Michael Morse grounded into a double play.

Seattle, which entered the game just 1 of 23 with runners in scoring position in the series, made the most of their first two chances and took a 2-0 lead in the first ? their first one of the four-game series ? on an RBI double by Kendrys Morales and Morse's run-scoring single.

NOTES: Mariners SS Brendan Ryan started a gorgeous double play in the fourth when he one-hopped Bourn's liner and flipped the ball with his glove to 2B Robert Andino, who fired to first to nip Cleveland's speedy leadoff hitter. ... (AP) ? In a long-awaited White House visit, President Barack Obama told Myanmar's president that he appreciates the Asian leader's efforts to lead the country in "a long and sometimes difficult, but ultimately correct, path to follow" toward democracy.

Obama spoke as he sat in the Oval Office with former general Thein Sein, who became the first president of Myanmar to visit the White House in 47 years. Activists object to the invitation because of concerns over human rights in the country, but it marks a turnaround in international acceptance for Myanmar after decades of isolation and direct military rule.

Obama credited Thein Sein's leadership in political and economic reform in bringing about an end to significant tensions between their two countries.

"As I indicated to President Sein, countries that are success are countries that tap into the talents of all people and respect the rights of all people," Obama said. "And I'm confident that if Myanmar follows that recipe, that it will be not only a successful democracy but a thriving economy."

Thein Sein previously served in a repressive junta, and his meetings at the White House and Congress would have been all-but-impossible before he took the helm of a nominally civilian government in 2011. His name was only deleted from a blacklist barring travel to the U.S. last September.

He arrived in Washington Saturday, six months after Obama made history with an unprecedented U.S. presidential visit to the country also known as Burma. The administration's outreach to Myanmar's generals has provided an important incentive for the military to loosen controls on citizens and reduce dependence on China.

Myanmar has been rewarded by relaxation of tough economic sanctions, and Thein Sein will be addressing American businessmen keen to capitalize on the opening of one of Asia's few untapped markets.

Sitting next to Obama in the Oval Office and speaking through an interpreter, Thein Sein said he was grateful for the invitation to discuss reforms and said Myanmar still has democratic processes to learn and significant challenges. "It is a daunting task ahead of us," he said, noting in particular the widespread poverty in the country.

"We will need the assistance and understanding of the international community, including the United States," Thein Sein said.

In his remarks, Obama used "Myanmar" ? the country name adopted by the junta in 1989. However, the U.S. will keep using "Burma" in official documents.

"We very much appreciate your efforts in leadership in leading Myanmar in a new direction and we want you to know that the United States will make every effort to assist you in what I know is a long and sometimes difficult but ultimately correct path to follow," Obama said.

Obama cited the release of political prisoners and their incorporation in the political process, including opposition leader Aung San Suu Kyi, credible elections. He also mentioned the legislature's increasing inclusivity and efforts to resolve long-standing ethnic conflicts and establish laws that respect rights.

"As President Sein is the first to admit, this is a long journey and there is still much work to be done," Obama said. He said they discussed Sein's intention to release more political prisoners, institutionalize political reform and rule of law so it endures and work to end ethnic conflict.

Obama said he expressed concern about violence against Muslims in the country. "The displacement of people, the violence directed toward them needs to stop," Obama said.

It was the first by a Myanmar leader since a September 1966 visit by Ne Win, an independence hero-turned dictator, who began the nation's descent from regional rice bowl to economic basket case. Thein Sein visited New York last September for the U.N. General Assembly but didn't come to Washington.

The U.S. last month announced it is considering duty-free access for Myanmar to U.S. markets, and there could be progress Monday toward a bilateral trade and investment framework agreement.

Thein Sein's welcome paled next to that granted last September to Nobel laureate Aung San Suu Kyi, who met Obama and was presented by Congress with the highest civilian award it can bestow.

Human rights activists and Myanmar campaigners have sharply criticized the administration for inviting Thein Sein, arguing it sends the wrong message and wastes leverage to press for further democratic change. The administration says it is important to signal U.S. support for his reform agenda, likely still opposed by military hardliners.

Thein Sein told the Washington Post in an interview Sunday that the military "will always have a special place" in government.

The military governed Myanmar for five decades and retains a quarter of parliamentary seats, giving it an effective veto over constitutional amendments ? including changes that would be required to allow Suu Kyi to run for the presidency in crucial 2015 elections.

Outside the White House on Monday, about 30 activists opposing Thein Sein's visit protested corruption in the government and treatment of ethnic Kachins in a northern region blighted by fighting between army and rebel forces. "We need real changes in Burma to stop the violations," said an organizer of the rally, Ye Htut of the International Foundation for Burma National Congress.

Ahead of Thein Sein's trip, Myanmar released at least 19 political prisoners in what has become a pattern for amnesties that coincide with high-profile international meetings as a way of highlighting the government's benevolent policies. Right groups say at least 160 political detainees are still held.

The government has permitted the International Committee of the Red Cross access to its notorious prisons for the first time in seven years. But hasn't allowed adequate humanitarian access to conflict zones where tens of thousands have been displaced. Authorities have failed to stop, and may have abetted in some cases, an explosion in communal violence that has killed hundreds and led to segregation of Muslim communities.

The U.S. State Department on Monday again designated Myanmar as a country of special concern for its severe violations of religious freedom, as it has since 1999 in an annual global assessment. It said the government promoted Buddhism, practiced by the majority, over minority faiths that include Islam.

The department said there were credible allegations of the involvement of local border security authorities in the burning of villages during the communal violence in western Rakhine State, and of Muslims being arbitrarily detained since June, and reportedly denied food, water, and sleep. Some deaths in custody were reported, the department said.

The U.S. Campaign for Burma said Thein Sein's trip follows a troubling downward trend in Myanmar, and that "instead of honoring an abusive leader" the U.S. should tie its concessions to conditions.

Thein Sein told the Post that allegations the Myanmar army condones or even participates in ethnic pogroms against the nation's Muslim minority were a "pure fabrication."

If Buccaneers coach Greg Schiano ever gets tired of having to tell people Josh Freeman is his starting quarterback, someone should probably mention to him that it?s kind of his own fault.

Schiano started singing like Tammy Wynette again in relation to Freeman Monday, the day after he was quoted as saying he was ?not against? the notion of starting rookie Mike Glennon instead.

?We have a starting quarterback, and it?s Josh Freeman,? Schiano said, via Stephen Holder of the Tampa Bay Times.

According to the report, Schiano said he?s trying to be honest, and doesn?t mean to put pressure on Freeman by saying such things in the national media.

?I guess nationally, they don?t sit here with me every day like you guys [local media] do,? Schiano said. ?From the day we arrived, our whole program has [been based on] competition, . . . That?s what we believe in. It?s the most competitive sports league in the world. It?s competition, and I love it.

?But we have our starting quarterback, and it?s Josh Freeman. I?m not looking to find another.?

If he really wanted to clear things up, he could always, you know, stop leaving the door open a crack every time he talks about Glennon.

Or, if he wanted a stronger statement on Freeman and how much he loves him under center, he could give him a new contract to replace the final year of his rookie deal.

But it doesn?t appear at the moment that Schiano intends to do either.

And that?s fine, as long as everyone?s clear about the implication sent by those actions.

He likes Freeman, right up until the point he decides he doesn?t.

So Schiano?s apparently going to have to keep clarifying all the things that he keeps saying, whether to the national or local media.

Top officials call to overhaul euro institutions

BERLIN (AP) ? Engineering a financial bailout for Cyprus in March was such a chaotic process that top European officials say it is time to rethink how the region manages its crisis ? and who should be involved.

Officials say the International Monetary Fund, which has contributed financial expertise and billions in emergency loans, may no longer be needed as a key decision-making partner. And they say that the eurozone would be able to make decisions and take action more quickly if it wasn't bound by the need for unanimous agreement among its 17 member countries.

These concerns have been raised before by analysts and government officials outside of Europe, but now two of the region's leading financial decision-makers have said publicly that something needs to be done. Olli Rehn, the top economic official at the European Commission ? the European Union's executive arm ? and Joerg Asmussen, who sits on the European Central Bank's six-member executive board, said at a hearing last week that the easing of the financial crisis presents an opportunity to fix what is broken.

"If the IMF can take decisions with an 85 percent majority and not with unanimity, why on earth the eurozone cannot do so?" Rehn asked, referring to the IMF's executive board. "That would make our decision-making more effective."

And Asmussen questioned whether help from the IMF ? part of the "troika" of decision makers that also includes the ECB and the European Commission ? is even needed anymore. In effect, he said it is time for Europe to handle its problems without outside help.

Commerzbank analyst Christoph Weil says European leaders are slowly waking up to what has been evident to financial markets for a long time. "The current decision structure is dysfunctional," Weil said. "It was born in the urgency of the crisis ... It needs to be overhauled."

The 17-country eurozone has been severely tested by a three-year crisis over too much government debt which has seen five of its members bailed out ? Greece, Portugal, Ireland, Spain and Cyprus.

The "troika" arrangement to monitor the bailout process has been in place for eurozone bailouts since Greece's debt problems began to unfold in 2010. The setup gives a prominent role to the Washington-based IMF ? although it contributes much less money to bailouts than the eurozone nations.

Some eurozone member countries insisted on having the IMF on board for its experience in handling such crises around the world. Germany ? Europe's biggest economy ? also saw the fund's presence as a crucial check against political horse-trading that could have resulted in watered-down bailout conditions.

However, the troika's inspection teams have been heavily criticized for their insistence on harsh austerity measures that have plunged countries like Greece or Portugal in a yet deeper recession and that they're not answerable to voters.

"The Europeans wanted the IMF aboard for its expertise, even though many at the IMF thought that Europe is economically strong enough to solve its problems on its own," said analyst Weil.

"Now the Europeans feel stronger, and they realize that it would have been easier sometimes without the IMF, who insisted on radical up-front measures in Greece or Cyprus before granting aid," he added.

This view was given a boost last week by the ECB's Asmussen during a hearing at the European Parliament's economic committee in Brussels.

"I would not change the troika system in the midst of the crisis because we have no alternative available right now but in the longer-term future ... we should return to a fully EU-based system," he said.

The IMF recognizes that it's up to the EU's executive arm, the Commission, and the ECB as to whether it has a role to play in future bailouts, fund spokesman Gerry Rice said.

"I understand from reports that Mr. Asmussen underscored that he would not advise to change the troika system right now," he said.

In place of the IMF, Asmussen suggested the eurozone could use the body set up to manage its permanent 500 billion euros rescue fund, the European Stability Mechanism. However, the makeup of the ESM means that it is currently technically outside of the EU's system of institutions.

"The setup is a bit of a stranger decided in a crisis mood," Asmussen said. "We had nothing else available and it had to be done quickly," he added.

The end of the troika arrangement would come once the ESM will be fully turned into an institution of the 27-nation European Union, he added. The ESM could then play its role as Europe's IMF.

As well as looking at the IMF's role in international rescues, the Eurogroup - the meeting of the eurozone's 17 finance ministers, IMF and ECB - has also come under the microscope.

The Eurogroup was initially planned mostly as a forum to exchange views on economic and financial policies ? but the crisis has turned it into a major decision-making body. At the moment, it has to reach a unanimous agreement on its decisions ? a daunting call when 17 ministers try to forge a deal.

The cumbersome decision-making process reached its climax when the bloc fought bitterly over a 10 billion euro bailout for Cyprus.

In March after marathon negotiations, the Eurogroup and Cyprus patched together a bailout agreement that shocked markets and Cypriots. Cyprus's banks had their assets frozen and a one-time levy on all bank deposits was imposed to help pay for the rescue ? a measure that violated EU deposit insurance rules guaranteeing all savers with fewer than 100,000 euros in their bank accounts. It was scrapped about 48 hours later.

Meanwhile, the ECB, seemingly fed up with the politicking, set a deadline for a deal after which it would cut off emergency funding for Cyrpus's banks? a move that would have plunged the country into chaos and out of the eurozone.

So, about a week later, the finance ministers descended again on Brussels. The second agreement saw Cyprus' insured depositors protected, but enforced a harsh restructuring of the country's outsized banking sector and heavy losses for those holding deposits worth more than 100,000 euros.

Another example of the Eurogroup's cumbersome decision-making was seen this week at a meeting to thrash out crucial details of the bloc's banking union ? a complex project that's seen as vital to help stabilize the EU's financial sector and turn the tide on its crisis ? but failed to make much headway. At the moment they can neither agree how far-reaching the banking union ought to be, nor how fast they want to move in setting it up.

Analysts maintain a reform of the Eurogroup is long overdue, but it's fraught with difficulty: A simple majority vote could mean small countries ganging up and overruling the few big ones while a system based on economic strength would mean Germany and France alone would hold almost 50 percent of the voting rights.

But the EU already has the answer. The ESM boasts a voting system that combines both, the number of countries and their economic weight. That makes it difficult to overrule countries but it is still possible to reach a decision if there are only few and small holdouts.

Europe's currency ? used by more than 330 million people ? is still a relative teenager, it was launched in 1999, "but it has grown up rapidly amid the crisis," German Finance Minister Wolfgang Schaeuble said.

But while it has evolved into the world's second-most important currency trailing only the dollar, its institutional doldrums seem far from over despite the optimism bolstered by the recent stabilization.

"We're still in the process of curing the teething troubles of the euro. Now that the acute pressure is easing, it gets more difficult again to push through sweeping reforms," said analyst Weil.

How A Free Press Is Threatened By Latin American Governments

One of the greatest threats to press freedom in Latin America comes in the form of shady criminal groups like Mexican drug cartels or Colombian paramilitaries who harass and sometimes murder journalists that report on their activities.

Increasingly, however, a new threat is emerging in the hemisphere. It comes in the form of democratically elected officials. These politicians, who wear suave suits and carry no guns, are using their power to clamp down on media critics.

House and Senate conferees approved this legislation providing 4.2 billion primarily for the wars in Iraq and Afghanistan and setting benchmarks and a timetable for the withdrawal of troops from Iraq, but President Bush vetoed the bill on May 1.

The measure, which also addresses a wide variety of unrelated issues, makes emergency supplemental appropriations for the fiscal year ending Sept. 30.

The conference agreement on H.R. 1591 also aims to improve health care for returning soldiers and veterans. It addresses needs related to hurricane recovery for the Gulf Coast, bolsters homeland security programs and provides emergency drought relief for farmers.

The legislation says that troops in Iraq would not have their service extended beyond a year for any tour of duty. It also mandates that the president must certify that the Iraqi government is meeting certain diplomatic and security benchmarks. If that certification is made, deployment would begin no later than Oct. 1, 2007, with a goal of completing the redeployment by within 180 days. Some U.S. forces could remain in Iraq for special counterterrorism efforts along with protection, training and equipping Iraqi troops.

According to a bill summary provided by the House Appropriations Committee, the legislation seeks to make it possible for the U.S. military to focus resources on al-Qaeda leader Osama bin Laden and to destroy his base of operations in Afghanistan.

The conference report also provides billion for special vehicles designed to withstand roadside bombs, and it increases from 20 to 270 the number of heavy and light armored vehicles authorized to be purchased for force protection purposes in Iraq and Afghanistan. It prohibits government funds from being used to establish any military installation or base for a permanent stationing of U.S. armed forces in Iraq and does not allow funds to be used to exercise U.S. control over any Iraqi oil resource.

It does not fund two Joint Strike fighters and five of six electronic attack airplanes because lawmakers say they are not urgent.

The conference agreement provides 8 million for the FBI, that s about 0 million above the president s request. The agency s budget includes million for the FBI to implement the Office of Inspector General s recommendations about the use of special secret subpoenas called national security letters.

On the homeland security front, it provides funding for port and mass transit security as well as other similar investments for a total of .25 billion.

Meanwhile, farmers and ranchers would get .5 billion to help ameliorate agricultural disasters. The agreement also includes emergency funding for forest firefighting, low-income home energy assistance and pandemic flu preparations.

The legislation includes billion for health care for returning troops and veterans, .9 billion for victims of hurricanes Katrina and Rita. It also offers approximately 0 million for a children s state health insurance program.

It phases in a federal minimum wage increase to .25 an hour and applies the increase to the Northern Mariana Islands. It also amends tax law to allow certain benefits for small businesses that were not included in the House or Senate bills.

It provides an additional million for domestic violence programs.

Among many other things, it makes additional fiscal 2008 appropriations for the U.S. Agency for International Development along with funding for a program aiding Africa, and monies for international narcotics control and enforcement, refugee assistance and international broadcasting operations.

Idaho man heads to court after terrorism arrest

BOISE, Idaho (AP) ? An Uzbekistan national living in Idaho has been arrested on federal charges that he gave support, cash and other resources to help a recognized terrorist group in his home country plan a terrorist attack.

Fazliddin Kurbanov, 30, is expected to make his first appearance in U.S. District Court Friday morning, one day after federal agents arrested him during a raid of his small Boise apartment.

Kurbanov was arrested after an extensive investigation into his activities in Idaho and Utah late last year and this year. A federal grand jury indictment charges Kurbanov with one count of conspiracy to provide material support to a foreign terrorist organization, and one count of conspiracy to provide material support to terrorists and possession of an unregistered explosive device.

A separate federal grand jury in Utah also returned an indictment charging Kurbanov with distributing information about explosives, bombs and weapons of mass destruction.

Wendy Olson, the U.S. attorney in Idaho, said Kurbanov is the only person charged, and any potential threat was contained by his arrest.

"He was closely monitored during the course of the investigation," she said. "The investigation has been underway for some time."

Olson declined to share any specifics of Kurbanov's alleged activities, including whether any potential terrorist threat or targets were domestic or abroad.

A statement from the U.S. attorney's office said Kurbanov is in the United States legally, but Olson declined to give specific details about his immigration status.

It was unclear when he moved to Idaho or the extent of his activities in Utah. An Idaho telephone number registered to Kurbanov has been disconnected.

The Idaho indictment alleges that between August 2012 and May 2013, Kurbanov knowingly conspired with others to provide support and resources, including computer software and money, to the Islamic Movement of Uzbekistan, which the U.S. has identified as a terrorist organization. The group's purpose is to overthrow the government of Uzbekistan, said David B. Barlow, U.S. attorney in Utah.

The alleged co-conspirators were not named.

In count two, the indictment alleges Kurbanov provided material support to terrorists, knowing that the help was to be used in preparation for a plot involving the use of a weapon of mass destruction.

The indictment also alleges that on Nov. 15, 2012, Kurbanov possessed an explosive device, consisting of a series of parts intended to be converted into a bomb. Those parts included a hollow hand grenade, a hobby fuse, aluminum powder, potassium nitrate and sulfur.

Meanwhile, in Utah, federal investigators said that for a 10-day period in January 2013, Kurbanov taught and demonstrated how to make an "explosive, destructive device, and weapon of mass destruction."

The grand jury alleges that Kurbanov provided written recipes for how to make improvised explosive devices and went on instructional shopping trips in Utah showing what items are necessary to buy to make the devices, Barlow said. Kurbanov also showed Internet videos on the topic, Barlow said.

The prosecutor declined to say whom Kurbanov took on the shopping trips in Utah but said that information will come out as the case moves through the courts.

The indictment from Utah also alleges that Kurbanov intended that the videos, recipes, instructions and shopping trips be used to make an explosive device for the "bombings of a place of public use, public transportation system, and infrastructure facility."

The arrest, Barlow said, shows that "there is no priority that is more important than the protection of the public and the prevention and disruption of alleged terrorist activities ? wherever they might occur."

Although the Islamic Movement of Uzbekistan started in the 1990s with the stated aim of overthrowing the Uzbek regime and establishing an Islamic government, its goals have expanded to creating a broader Central Asian caliphate.

The movement's fighters have a presence in Afghanistan's northern provinces and in Pakistan's Waziristan province. U.S. and Afghan officials say al-Qaeda has been building ties with the IMU.

Last year, an Uzbek named Ulugbek Kodirov was sentenced to a minimum 15 years in prison in Alabama for plotting to shoot President Barack Obama while on the campaign trial. Kodirov pleaded guilty, saying he was acting at the behest of the IMU.

According to Idaho's court system, Kurbanov has no criminal convictions but was ticketed for speeding violations twice in 2012 ? once in October, when he paid a $90 fine, and another instance in May when he paid $85.

CINCINNATIResearchers at the University of Cincinnati (UC) have found that incorporating a peer-referral program for HIV testing into emergency departments can reach new groups of high-risk patients and brings more patients into the hospital for testing.

Co-author and assistant professor of emergency medicine Michael Lyons, MD, says public health officials study multiple approaches to increasing early diagnosis of HIV. These approaches include a recent emphasis on expanding testing in health care centers, particularly emergency departments (EDs) that treat disadvantaged, at-risk populations.

"There's another high-yield way to identify people, which is to take those who are at risk of infection or who are HIV-positive and have them refer their social contacts or partners for testing," he says. "This 'social network testing' is typically used in public health departments to efficiently identify high-risk populations by targeting the social network of those high-risk or HIV-positive individuals."

But he says researchers do not know which program is more important, or, if used together, whether they inefficiently target the same population within a community.

In their prospective observational study, Lyons and fellow researchers implemented a social network and partner testing program from May to September 2011 in an urban academic health center ED.

Through an ED-based targeted HIV testing program, they recruited high-risk or HIV-positive individuals to participate in a paid coupon program, in which individuals receive coupons for HIV testing to give to their friends or partners. If an individual recruited a friend to come to the ED for HIV testing, that friend could also participate in the coupon program.

During the process, researchers reviewed hospital records to determine whether people tested by the peer-referral program also had study-site ED visits or HIV tests within the previous five years.

At the end of the study, the program had diagnosed four new cases of HIV. Of the participating individuals, 34 percent had no prior visits to the ED and 69 percent had never been tested by the ED HIV testing program.

Lyons said the results show that social network programs can be implemented in health care settings, providing valuable access into high-risk, uninsured populations with minimal difficulty.

"We were able to use an existing ED-based program to reach out into the community beyond what the ED would otherwise able to do. This suggests the two HIV-testing approaches may be complementary rather than fully redundant, illustrating the ways in which health centers can feed social network and partner testing programs."

During the process, researchers reviewed hospital records to determine whether people tested by the peer-referral program also had study-site ED visits or HIV tests within the previous five years.

At the end of the study, the program had diagnosed four new cases of HIV. Of the participating individuals, 34 percent had no prior visits to the ED and 69 percent had never been tested by the ED HIV testing program.

Lyons said the results show that social network programs can be implemented in health care settings, providing valuable access into high-risk, uninsured populations with minimal difficulty.

"We were able to use an existing ED-based program to reach out into the community beyond what the ED would otherwise able to do. This suggests the two HIV-testing approaches may be complementary rather than fully redundant, illustrating the ways in which health centers can feed social network and partner testing programs."

The team is presenting their abstract, "Can a Social Network HIV Testing Program Expand HIV Testing Beyond the Usual Emergency Department Population?" at the Society for Academic Emergency Medicine annual meeting, held May 14-17 in Atlanta. Co-authors include Robbie Paulsen, Andrew Ruffner, Christopher Lindsell, Kimberly Hart, Christopher Barczak, Alexander T. Trott and , Carl J. Fichtenbaum and Michael Lyons.

Bomber in Afghanistan kills 15, including six Americans

KABUL (Reuters) - A suicide bomber in a car attacked a convoy of foreign troops in Kabul on Thursday, killing at least 15 people including six Americans, Afghan and foreign officials said, in one of the worst attacks in the Afghan capital in months.

Forty people were wounded in the blast at around 8 a.m. (0330 GMT) during the morning rush-hour. It caused heavy damage to mud-built houses in the vicinity.

The Hezb-e-Islami insurgent group, which is allied with the Taliban, claimed responsibility For the attack on the two-vehicle convoy.

NATO's International Security Assistance Force (ISAF) said the bomber killed two of its members and four civilian contractors. It declined to give nationalities.

But two senior officials, one Afghan and the other from ISAF, said the two ISAF soldiers and four contractors were all American.

Afghan officials said nine Afghan civilians were killed, including two children.

"Some of the dead civilians were badly burnt and cannot be recognized," Kaneshka Baktash, a spokesman for the Health Ministry, told Reuters.

Helicopters buzzed over Kabul's diplomatic area after the attack and sirens whined.

"We were in our home drinking tea when the we heard a blast and our windows shattered, the glass wounded all of us," Zohra, a wounded girl who only gave her first name, said from a hospital bed. Her head was wrapped in a bandage.

A Hezb-e-Islami spokesman told Reuters U.S. military advisers were the targets.

"We planned this attack for over a week," the spokesman, Haroon Zarghoun, said by telephone.

Last year, in a similar attack, the group killed seven South African and Russian pilots on their way to work in Kabul.

Hezb-e-Islami, which means Islamic Party, is a radical militant group which shares some of the anti-foreigner, anti-government aims of the Taliban.

But the political wing of the group, founded by warlord and former anti-Soviet fighter Gulbuddin Hekmatyar, has been in exploratory talks with Afghan President Hamid Karzai on a peace deal to end the 12-year war.

The National Directorate of Security, Afghanistan's intelligence agency, says it thwarts a large number of attacks on the capital on a weekly basis.

The last suicide bomb attack in Kabul was in March, when a man blew himself up at a Defense Ministry gate, killing nine Afghans, during a visit by U.S. Defense Secretary Chuck Hagel.

What to watch for at the Preakness

BALTIMORE (AP) ? All eyes will be on Kentucky Derby winner Orb in the Preakness Stakes on Saturday. The 3-year-old colt will take on eight challengers in the second leg of the Triple Crown. If he wins, Orb will attempt to become the first Triple Crown champion since Affirmed in 1978 at the Belmont Stakes on June 8. In the Preakness, Orb will be facing five horses he defeated in the Derby and three who did not run in the race.

Here's a guide to watching the race:

? INSIDE START. Orb will start from the inside, No. 1 gate. If this was the Kentucky Derby that could be a major problem because there would be more of a chance of getting squeezed back in the pack. The Derby field was 19; the Preakness is nine, with a longer run to the first turn than at Churchill Downs. However, since 1961 only one horse ? Tabasco Cat in 1994 ? has won from the No. 1 post.

? FIRST TURN. By the first turn, we'll know whether Orb, under jockey Joel Rosario, has established clear-running position. The question is how far back he'll settle. In the Derby, with its much larger field, Orb dropped 18 lengths off the pace. Look for him to be much closer as Govenor Charlie, Goldencents, Itsmyluckyday and Titletown Five vie for the early lead.

? BACKSTRETCH: Around the turn and into the backstretch, Orb should find a comfortable groove as the field sorts into clusters: speed horses, midpack runners and closers. If the early pace is fast, Orb could be farther back; if it's slow, he could be in the middle.

? FINAL TURN: Heading into the final turn is when Orb should be making his move. In the Derby, Rosario waited patiently to make the call and when he did, Orb went from 16th to the lead in the final half-mile and won by 2? lengths.

? HEADED FOR HOME: The stretch run is anyone's guess, but if all goes according to form, Orb should be in the mix to win no matter what the pace. Among proven closers in the field are Mylute, Departing and Will Take Charge. If the sloppy track was the reason both Goldencents and Itsmyluckday ran so poorly, then either or both could rebound with a big race and prove hard to catch in the lane.
