Canadian writer-director Kim Nguyen spent nearly a decade researching this docudrama about child soldiers in Africa, and the film feels as authoritative as a first-hand account.

A haunting take on unspeakably grim subject matter, shot on location in the Democratic Republic of Congo.

A powerful and upsetting portrait of a young girl compelled into unimaginably horrific circumstances.

Nguyen, astonishingly, manages to wring something vaguely like a happy ending from this tragic story.

War Witch is most effective not when we are looking in on Komona but when we are inside her head.

The powerful things we expect from "War Witch" are as advertised, but what we don't expect is even better.

Brutal without turning exploitative, the result is harrowing and heartbreaking.

Nguyen creates a mesmerizing tone through his camerawork, editing, sound and the infusion of African folk imagery and ritual, but it's Mwanza's performance as Komona that makes "War Witch" feel so miraculous.

Nguyen reportedly worked on "War Witch" for a decade, and it shows in both the immediacy and authenticity of his tale, and the meticulous craft with which it's told.

Made with extremely clear-eyed restraint from harangues, sentiment, message-mongering, or anything else that would cheapen its central character's suffering and fight.

War Witch features a standout performance by Rachel Mwanza, but the supernatural visions don't really suit the film's tone and mood.

Nguyen's compassion and commitment to the issue is admirable, and at its best, War Witch is devastating.

War Witch is remarkable for the fact that it never strays into sentimentality or sensationalism.

...a love story between youngsters who are forced to become adults all too early in their lives.

This is a straight ahead essay on warfare at its worst and the survival of the human spirit at its best.

An astonishing drama set in Africa that vividly depicts the courage and resiliency of a 12-year-old girl whose spiritual gifts enable her to survive.

It is astonishing that film that contains such violence can have such a serene tone. The source of the serenity is the measured, calm narration by Komona (voice of Diane Umawahoro) that is the telling of her story to her unborn child

An exquisitely made film in direct contrast to the ugliness of its subject matter

The portrait of a girl who retains her dignity and strength, her faith in the future, in the face of unimaginable horrors. It's inspirational in a very real way.

[Despite] so many fictional elements. . . the point of view poignantly emphasizes the special travails of girls within violent societies engaged in constant war.

Rivals prepare for legal battle over abortion bans

Rival legal teams, well-financed and highly motivated, are girding for court battles over the coming months on laws enacted in Arkansas and North Dakota that would impose the nation's toughest bans on abortion.

For all their differences, attorneys for the two states and the abortion-rights supporters opposing them agree on this: The laws represent an unprecedented frontal assault on the Supreme Court's 1973 Roe v. Wade decision that established a nationwide right to abortion.

The Arkansas law, approved March 6 when legislators overrode a veto by Democratic Gov. Mike Beebe, would ban most abortions from the 12th week of pregnancy onward. On March 26, North Dakota went further, with Republican Gov. Jack Dalrymple signing a measure that would ban abortions as early as six weeks into a pregnancy, when a fetal heartbeat can first be detected and before some women even know they're pregnant.

Abortion-rights advocates plan to challenge both measures, contending they are unconstitutional violations of the Roe ruling that legalized abortion until a fetus could viably survive outside the womb. A fetus is generally considered viable at 22 to 24 weeks.

"I think they're going to be blocked immediately by the courts ? they are so far outside the clear bounds of what the Supreme Court has said for 40 years," said Nancy Northup, president of the Center for Reproductive Rights.

The center will be leading the North Dakota legal challenge and working in Arkansas alongside the American Civil Liberties Union's state and national offices. Both Northup and ACLU lawyers say they have ample resources to wage the battles, and they expect victories that would require their attorneys' fees to be paid by two states.

Dalrymple, in signing the ban, acknowledged that its chances of surviving a court challenge were questionable, but said it was worth the eventual price tag ? at this point unknown ? in order to test the boundaries of Roe.

North Dakota's attorney general, Wayne Stenehjem, initially said lawyers from his office would defend any lawsuits but is now considering hiring outside help. His office is working on a cost estimate for the litigation that could be presented to lawmakers soon.

"We're looking at a sufficient amount to adequately defend these enactments," Stenehjem said.

A lead sponsor of the Arkansas ban, Republican state Sen. Jason Rapert, said threats of lawsuits "should not prevent someone from doing what is right."

He contended that the ban had a chance of reaching the U.S. Supreme Court through the appeals process and suggested that the victory predictions made by abortion-rights lawyers amounted to "posturing" aimed at deterring other states from enacting similar bans.

In both Arkansas and North Dakota, the states' lawyers will be getting pro bono assistance from lawyers with Liberty Counsel, a conservative Christian legal group.

Mathew Staver, the group's chairman, said supporters of the bans were resolved to fight the legal battles to the end, and issued a caution to the rival side.

"They ought to hold off on their celebrations," he said. "The cases have a long way to go through the court system."

The North Dakota ban is scheduled to take effect Aug. 1, along with two other measures that have angered abortion-rights backers. One would require abortion providers to have admitting privileges at a local hospital, the other would make North Dakota the first state to ban abortions based on genetic defects such as Down syndrome.

The Center for Reproductive Rights is reviewing its options regarding the latter two bills, but definitely plans to challenge the 6-week ban before Aug. 1. Northup said her team is pondering whether to file suit in state court or U.S. district court.

In Arkansas, where the 12-week ban would take effect 90 days after the end of the legislative session, abortion-rights lawyers plan to file their challenge in federal court within the next few weeks.

Bettina Brownstein, who will be representing the ACLU of Arkansas in the case, said the U.S. district court with jurisdiction over Little Rock had issued rulings in past abortion-related cases that gave her confidence of victory this time.

"Eventually it could go to U.S. Supreme Court on appeal, but that would take a while, and they may not want to hear it," she said. "It's a question of how much money the state wants to spend."

Northup chided officials in both Arkansas and North Dakota for their willingness to spend taxpayers' money on difficult and divisive legal cases.

"It's important that the citizens of those states realize that every dollar spent to defend blatantly unconstitutional laws is taxpayers' dollars wasted," she said.

Attorneys' fees for the upcoming cases are impossible to estimate at this stage, but Northup said her organization received $1.3 million in fees from Alaska after that state lost a recent case regarding an abortion-related law.

The last few years have been intensely busy for the Center for Reproductive Rights, the ACLU and other abortion-rights legal groups as Republican-controlled legislatures have enacted scores of laws seeking to restrict access to abortion. At least two dozen such measures are currently the target of lawsuits, said Northup, who vowed that her organization "will not let unconstitutional laws go on challenged."

Some of the recent laws place new requirements on abortion clinics, others require abortion providers to perform certain procedures or offer state-mandated counseling before an abortion can take place.

At least 10 states have passed bills banning abortions after 20 weeks of pregnancy on the disputed premise that a fetus can feel pain at that stage. One of those laws, in Idaho, was struck down by a U.S. district judge on March 6, while the laws in Georgia and Arizona have been temporarily blocked by judges pending further court proceedings.

Abortion-rights advocates, while eager to defeat the new bans in North Dakota and Arkansas, worry about the impact of the broader surge of restrictions.

"I don't believe these bans are going to take effect, but the danger is that they make the other laws look reasonable," said Talcott Camp, deputy director of the ACLU's Reproductive Freedom Project. "The ultimate goal is to take this decision away from a woman and her doctor and give it to the politicians."

One of the most frequent targets of the anti-abortion laws is the Planned Parenthood Federation of America, which ? in addition to providing a range of other health services ? is the nation's leading provider of abortions.

Planned Parenthood's president, Cecile Richards, said she found it frustrating that women "continue to be a political punching bag." But she saw an upside to the wave of anti-abortion legislation: more members and more donations for her organization.

"These attacks have served to energize our supporters," she said. "We've gained 2 million members in the past two years."

There's new energy on the other side as well.

The tough North Dakota laws have been welcomed by the protesters who gather weekly in Fargo outside the state's lone abortion clinic.

Among those on hand for the latest protest at the Red River Women's Clinic was Scott Carew, 50, who had brought two anti-abortion posters nailed to pieces of wood.

"Certainly, we're proud of the governor standing up for life," Carew said. "We're going to keep standing up for life until we can't stand up anymore."

I have been experiencing some back pain lately, so I went to see my doctor. He immediately recommended that I see a specialist, and get some kind of proper treatment for it. As we agreed, after the consultation, I went to see a specialist at the nearest clinic. The specialist examined me and recommended that I should go to a good Detroit physical therapy. Former U.S. soldier accused of fighting with al Qaeda in Syria

WASHINGTON (Reuters) - A former U.S. soldier was arrested and charged with conspiring to use a rocket-propelled grenade while fighting with an al Qaeda affiliate in Syria against the forces of Syrian President Bashar al-Assad, U.S. prosecutors said on Thursday.

Eric Harroun, 30, of Phoenix, Arizona, was accused of fighting with the al-Nusrah Front, also known as al Qaeda in Iraq, which is designated by the United States as a foreign terrorist organization, the U.S. Attorney for the Eastern District of Virginia and the FBI said in a joint statement.

Even as U.S. officials call for Assad to step down in Syria and seek to support the rebels, they have expressed concern about militant groups like al Qaeda affiliates gaining a foothold in Syria.

Harroun served with the U.S. Army from 2000 to 2003 and was medically discharged after being injured in a car accident, according to an affidavit in support of a criminal complaint.

The criminal charge of "conspiring to use a destructive device outside of the United States" carries a maximum penalty of life in prison.

Harroun was arrested on Wednesday upon returning to the United States at an airport outside Washington and made his initial appearance in federal court in Virginia on Thursday. He has a hearing scheduled for Tuesday, the U.S. Attorney's office said.

Harroun is accused of crossing into Syria in January and fighting with members of the al-Nusrah Front against Assad's forces, the affidavit said. Al-Nusrah is said by U.S. officials to be the best-organized and most effective armed Syrian opposition group.

He was allegedly trained to use the weapon by members of the al Qaeda affiliate and is accused of firing it, participating in attacks, and posting multiple photographs of himself carrying or posing with rocket-propelled grenades and other weapons, the U.S. government said.

Harroun appeared in two videos that indicated he was engaged in military action with rebel forces against the Syrian government, and in one video he said: "Bashar al-Assad, your days are numbered. ... Where(ever) you go we will find you and kill you," according to the affidavit.

In March, the FBI conducted three voluntary interviews of Harroun at the U.S. Consulate in Istanbul, during which he stated that he wanted to fight with the Free Syrian Army against the Assad regime, the affidavit said.

In one incident, Harroun and other members of the Free Syrian Army allegedly engaged in a joint attack with the al-Nusrah Front on a Syrian army encampment, the affidavit said.

Harroun allegedly told the FBI that during his fighting in Syria he shot about 10 people but did not know whether he killed any of them, the affidavit said. He also said he hated al Qaeda and did not know any al Qaeda members, the affidavit said.

On Wednesday in the United States, the FBI conducted another voluntary interview during which Harroun allegedly said that he knew the al-Nusrah Front had been designated a terrorist organization, according to the affidavit.

The U.S. Attorney's office said a lawyer would be appointed for Harroun.

On Friday, Oklahoma governor Mary Fallin signed a bill to allow horse slaughter within the state.

House Bill 1999 prohibits the sale of horse meat for human consumption, but allows for the opening of horse slaughtering facilities in the state of Oklahoma. Forty-six other states already have laws allowing horse slaughter. Only Texas, California, and Illinois still have laws against horse slaughtering.

Horses in the U.S. are nearly always kept as pets, although there are some that work. Because they are not raised for meat, there are few limitations on the drugs that are given to the horses during their lives, even up to the moment of their deaths. Many of those drugs are dangerous for humans, rendering horse meat unfit for human consumption.

Currently, horses are purchased in the U.S. and shipped abroad for slaughtering. Supporters of horse slaughter in the U.S. claim that aging and unwanted horses will be abused if there are no slaughterhouses. In the statement from the governor?s office, Gov. Fallin said:

The U.S. Department of Agriculture has also noted that over 166,000 horses were sent to Canada and Mexico for processing just in 2012. These animals traveled long distances, in potentially inhumane circumstances, only to meet their end in foreign processing plants that do not face the same level of regulation or scrutiny that American plants would.

Simply making the slaughter of horses legal in the state doesn?t mean a slaughterhouses will open there any time soon. USDA meat inspectors have to be on the premises for slaughter to be legal. With the recent sequester, the beef industry has lost 8% of their inspection days. I doubt they will want to share the limited inspectors with an industry that isn?t even popular here in the U.S.

If only for entertainment, the most compelling contest this year is South Carolina?s special election, which could pit former Gov. Mark Sanford against the sister of comedian Stephen Colbert. If Sanford wins a runoff Tuesday against conservative activist Curtis Bostic?hardly a foregone conclusion?he would face Elizabeth Colbert-Busch on May 7.?

Conventional wisdom suggests Sanford would start as a front-runner in a Republican district that gave Mitt Romney 58 percent of the vote. But scandal-plagued candidates are uniquely vulnerable, even in the most favorable districts. Even though he may win a runoff against an underfunded Republican, Sanford?s approval ratings are weak and he remains vulnerable against a credible Democrat.?

It?s an open question whether Colbert-Busch fits that bill. One Democratic automated poll showed the race deadlocked, but privately Democrats are taking a wait-and-see approach. And Democratic strategists are keeping a close eye on the contest, knowing that an upset in South Carolina could perpetuate the narrative of ongoing GOP woes.

(AP) ? President Barack Obama will promote a plan to create jobs by attracting private investment in highways and other public works during a visit Friday to a Miami port, the White House said.

The president will flesh out details of his proposals in a speech at the port, which is undergoing $2 billion in upgrades paid for with government and private money. Obama, in the quick trip to South Florida, will try to show that the economy remains his top priority in the midst of high-profile campaigns on immigration reform and gun control.

Among the proposals Obama will call for:

?Higher caps on "private activity bonds" to encourage more private spending on highways and other infrastructure projects. State and local governments use the bonds to attract investment.

?Giving foreign pension funds tax-exempt status when selling U.S. infrastructure, property or real estate assets. U.S. pension funds are generally tax exempt in those circumstances. The administration says some international pension funds cite the tax burden as a reason for not investing in American infrastructure.

?$4 billion in new spending on two infrastructure programs that award loans and grants.

?A renewed call for a $10 billion national "infrastructure bank" ? a proposal from his first term that gained little traction.

The president made private-sector infrastructure investment a key part of the economic agenda he rolled out in his State of the Union address last month. He also called in his address for a "Fix-It-First" program that would spend $40 billion in taxpayer funds on urgent repairs.

Obama's focus on generating more private sector investment underscores the tough road new spending faces on Capitol Hill, where Republican lawmakers often threaten to block additional spending unless it is paid for by tax cuts or other measures.

Any increased spending associated with the proposals Obama was outlining Friday would not add to the deficit, a senior administration official said. The official was not authorized to discuss the plan in advance of Obama's announcement and spoke on condition of anonymity.

The official did not detail how the costs would be paid for, saying only that more information would be included in the president's budget.

Obama will release his budget April 10.

Music Review: The World Turned Upside Down ? Rosselsongs 1960-2010

And then the ?political songwriter? label can mislead into the belief that I?m writing songs in order to change the world? I have to point out that after fifty years of writing songs, the world?s in a worse state now than when I started, although I don?t blame myself entirely for that.?- Leon Rosselson

Why is the English singer-songwriter Leon Rosselson, now almost eighty years old, not a ?household name??

In the entertaining, informative and argumentative liner notes accompanying this 2011 set of four CDs he repeatedly muses on how, in his own words, he ?failed to become rich and famous?. Concerning the celebrated title song, World Turned Upside Down, he writes: ?Some people think it?s a folk song. Or that it was written by Billy Bragg. Which is, I suppose, fame of a sort.?

Success, he tells us, ?should have happened in the 1960s? There was the folk boom, the singer-songwriter boom.? At the same time, however, ?my songwriting style didn?t fit comfortably into the folk bag. Or any other bag, if it comes to that.? And anyway, ?the alternative culture was big business, the musicians were bought into superstardom by lucrative record contracts, ?the message ?liberate your minds? turned out to be both politically safe and eminently saleable? The guerrillas had simply, without their even realising it, been incorporated into the regular army of the enemy.? His songs The Ugly Ones (?the fetishizing of the beautiful people?) and Flower Power = Bread (from the fateful year 1968) savaged ?60s values, thus ensuring that Rosselson would not be thus incorporated but also, perhaps, that stardom on 1960s terms would elude him.

Another factor that may have militated against Rosselson?s popular success is the self-confessed absence of love-songs from his output (?love, a word that has rarely passed my songwriting pen?). Instead, he has specialised in what he calls ?relationship songs? entailing ?a sideways look at love, sex, marriage, relationships and angst??, here represented by Do You Remember?, Invisible Married Breakfast Blues (inspired by Brel and Pr?vert), Let Your Hair Hang Down, and the wonderful Not Quite, But Nearly. Jacques Brel?s example taught Rosselson that ?[y]ou could write songs by pretending to be someone else, by adopting a persona.? Here the feminist principle that ?the personal is political, the political personal? provided the rationale, but perhaps in an age when ?letting it all hang out? was the order of the day this approach was too oblique.

Nonetheless, in at least one vital way the 1960s marked Rosselson indelibly. The 1967 Six-Day War completed the Jewish singer?s alienation from Zionism and the state of Israel: ?After that, it became increasingly clear that the trajectory Israel was taking? was not an aberration from Zionism: it was Zionism?? In the 1995 Song of Martin Fontash (based on an anecdote from Primo Levi) he ?continues the argument between the Jewish values I identify with and Israel?s values as a colonising state?, concluding that ?Though they [Zionist Israelis] are Jews, they do not live within my heart.? Seven years later, in My Father?s Jewish World, we hear that ?[Israel] brings shame by torturing and killing in our name? (Rosselson?s parents were refugees from Czarist Russia, his father a lifelong communist).

Rosselson is not merely concerned with the contradiction between Zionism and ?Jewish values?, but courageously takes an uncompromising stance on behalf of Palestinian rights. The 2005 Song of the Olive Tree, perhaps his most beautiful composition, celebrates the abiding symbol of Palestinian sumud (steadfastness) while lamenting the fact that ?[h]undreds of thousands of olive trees have been uprooted [by Israel] since the beginning of the second intifada?.

On the double CD Celebrating Subversion by the recently formed collective of singers and songwriters The Anti-Capitalist Roadshow, of which Rosselson is a guiding light, the Song of the Olive Tree is magnificently sung by the English-born Palestinian singer Reem Kelani. On The World Upside Down it is entrusted to the Scottish folk singer Janet Russell, also a member of the Roadshow. Another of Rosselson?s most famous and controversial songs, Stand up for Judas, is sung here by Roy Bailey and is best known in a version by Dick Gaughan. The song World Turned Upside Down itself, Rosselson?s homage to the 17th century Digger pamphleteer Gerrard Winstanley is (as we have seen) indelibly associated with Billy Bragg.

The version of the latter by Rosselson himself (backed by his daughter Ruth) in this collection suggests another reason why he has ?failed to become rich and famous?: the lack of range and variety in his singing voice. With its vaguely Monty Pythonish quality (Eric Idle comes to mind!) it?s an instrument particularly suited to those ?topical/satirical? songs most typical of his early material, but also to polemical rants like his slashing attack on Tony Blair, Talking Democracy Blues (with its wicked paraphrase of Auden: ?Blair?s an amiable guy/Look, he wouldn?t harm a fly/But when he smiles children die??).

When passion or emotional intensity are required, as in the powerful The Wall That Stands Between (about ?the shameful campaign against asylum seekers waged by the gutter press? and ?the inhuman policies enacted by the New Labour government?), the result can sound understated. Rosselson objects to an early reviewer?s description of him as ?an anarchist Noel Coward?, but Coward was similarly deficient in vocal charisma. Coward nonetheless consolidated his reputation by piggy-backing on the atmosphere of patriotism (bordering on jingoism) understandably prevalent during World War II, an option entirely alien to Rosselson whose aim ?to depict a society based on an ideology of control, order, obedience, repression, domination of nature, deterrence, leading ultimately to the death of the planet? is hardly calculated to entice the average radio DJ.

It might seem that over four CDs and 72 songs (about a quarter of Rosselson?s total output), most of them sung by Rosselson himself, such a deficiency might prove fatal. Strangely enough, however, for me at any rate the effect is the opposite. One becomes used to the voice and knows what to expect and not to expect from it. When Roy Bailey or Liz Mansfield or Dick Gaughan sings a Rosselson song, the result can be a show-stopper. When Rosselson sings, the vocal idiosyncrasies are inseparable from his intractable and endearing integrity.

This, of course, is premised on the assumption that one is well-disposed towards Rosselson?s radical perspectives. Here is a comment from a You Tube viewer who clearly is not:

?However I later met and talked with Leon Rosselson himself, and it was kind of dismaying. He came across as a parody: a naive, stereotypical, unreconstructed socialist who understood nothing about economics, and truly believed that ?from each according to his ability, to each according to his need? was a workable system of government.?

Undoubtedly there are many who would consider this a recommendation. Not alone has Leon Rosselson been writing and singing for more than half a century, but he has remained faithful to a certain concept of political, social and economic justice. For those who share that faith, he will always be a household name.

Banks lift TSX on Cyprus calm; index up for quarter

TORONTO (Reuters) - Canada's main stock index powered ahead in a late surge on Thursday, led by strength in financial and industrial shares, on relief that banks in Cyprus reopened relatively smoothly following a bailout deal.

The market received further support from BlackBerry after the smartphone maker reported a surprise quarterly profit.

But the market's gains were kept in check by declines in gold stocks that weakened with the bullion price as tension over Cyprus lifted.

In a sign of stability, Cypriots queued calmly at banks as they reopened under tight controls imposed on transactions to prevent a run on deposits after the government was forced to accept a stringent EU rescue package to avert bankruptcy.

The banking crisis in the island has weighed on investors the past week, and some worry that it is an indication of shortcomings of the banking systems in the broader euro zone, or even the rest of the world.

"The bears would like to say there's this contagion effect," said Diana Avigdor, portfolio manager and head of trading at Barometer Capital Management. "The contagion effect is more important for European banks, not so much for U.S. and Canadian banks."

"People are still skittish, but money is coming into equities," she said.

The Canadian benchmark index recorded a 2.5 percent gain in the first quarter, compared with a 10 percent jump in the S&P 500.

The Toronto Stock Exchange's S&P/TSX composite index <.gsptse> closed up 50.25 points, or 0.40 percent, at 12,749.90. Eight of the 10 main sectors on the index were higher.

Investors also tracked data that showed a rise in U.S. jobless claims, though not enough to suggest the labor market recovery was at risk. However, the U.S. economy grew moderately in the fourth quarter.

"It's a mixed picture. We are in a period of stagnation" said Fred Ketchen, director of equity trading at ScotiaMcLeod.

Financials, the index's weightiest sector, added 0.5 percent, with Royal Bank of Canada rising 0.8 percent to C$61.20.

The industrials group gained 1.6 percent

The materials sector, which includes mining stocks, was down 0.5 percent, with the price of gold declining. Kinross Gold Corp fell 0.9 percent to C$8.04, and Goldcorp Inc fell 0.3 percent to C$34.18.

Shares of BlackBerry climbed nearly 2 percent to C$15.09 and helped the information technology sector rise 1.4 percent.

Avigdor said the stock has a place in investment portfolios.

"The expectations are so low that it has the potential to beat them," she said.

That said, some recent modifications suggest that LG and Google are still working to improve it in other -- albeit utilitarian -- ways. Spotted by German site MobiFlip, was the addition of a small protuberance at the base of the rear, and a difference in the aperture of the camera hole. It's suggested that the former might exist to help project sound from the rear speakers while the phone rests on a table, or to prevent that smooth, glass back from scratches. The camera tweak, however seems less clear, and possibly less functional in its existence. So, if you have one of the newer designs, let us know when and where you got it. If you don't, then just think of yours as a limited edition.

Scientists propose revolutionary laser system to produce the next LHC

Mar. 28, 2013 ? An international team of physicists has proposed a revolutionary laser system, inspired by the telecommunications technology, to produce the next generation of particle accelerators, such as the Large Hadron Collider (LHC).

The International Coherent Amplification Network (ICAN) sets out a new laser system composed of massive arrays of thousands of fibre lasers, for both fundamental research at laboratories such as CERN and more applied tasks such as proton therapy and nuclear transmutation.

The results of this study are published today in Nature Photonics.

Lasers can provide, in a very short time measured in femtoseconds, bursts of energy of great power counted in petawatts or a thousand times the power of all the power plants in the world.

Compact accelerators are also of great societal importance for applied tasks in medicine, such as a unique way to democratise proton therapy for cancer treatment, or the environment where it offers the prospect to reduce the lifetime of dangerous nuclear waste by, in some cases, from 100 thousand years to tens of years or even less.

However, there are two major hurdles that prevent the high-intensity laser from becoming a viable and widely used technology in the future. First, a high-intensity laser often only operates at a rate of one laser pulse per second, when for practical applications it would need to operate tens of thousands of times per second. The second is ultra-intense lasers are notorious for being very inefficient, producing output powers that are a fraction of a percent of the input power. As practical applications would require output powers in the range of tens of kilowatts to megawatts, it is economically not feasible to produce this power with such a poor efficiency.

To bridge this technology divide, the ICAN consortium, an EU-funded project initiated and coordinated by the ?cole polytechnique and composed of the University of Southampton's Optoelectronics Research Centre, Jena and CERN, as well as 12 other prestigious laboratories around the world, aims to harness the efficiency, controllability, and high average power capability of fibre lasers to produce high energy, high repetition rate pulse sources.

The aim is to replace the conventional single monolithic rod amplifier that typically equips lasers with a network of fibre amplifiers and telecommunication components.

G?rard Mourou of ?cole polytechnique who leads the consortium says: "One important application demonstrated today has been the possibility to accelerate particles to high energy over very short distances measured in centimetres rather than kilometres as it is the case today with conventional technology. This feature is of paramount importance when we know that today high energy physics is limited by the prohibitive size of accelerators, of the size of tens of kilometres, and cost billions of euros. Reducing the size and cost by a large amount is of critical importance for the future of high energy physics."

Dr Bill Brocklesby from the ORC adds: "A typical CAN laser for high-energy physics may use thousands of fibres, each carrying a small amount of laser energy. It offers the advantage of relying on well tested telecommunication elements, such as fibre lasers and other components. The fibre laser offers an excellent efficiency due to laser diode pumping. It also provides a much larger surface cooling area and therefore makes possible high repetition rate operation.

"The most stringent difficulty is to phase the lasers within a fraction of a wavelength. This difficulty seemed insurmountable but a major roadblock has in fact been solved: preliminary proof of concept suggests that thousands of fibres can be controlled to provide a laser output powerful enough to accelerate electrons to energies of several GeV at 10 kHz repetition rate -- an improvement of at least ten thousand times over today's state of the art lasers."

Such a combined fibre-laser system should provide the necessary power and efficiency that could make economical the production of a large flux of relativistic protons over millimetre lengths as opposed to a few hundred metres..

One important societal application of such a source is to transmute the waste products of nuclear reactors, which at present have half-lives of hundreds of thousands of years, into materials with much shorter lives, on the scale of tens of years, thus transforming dramatically the problem of nuclear waste management. CAN technology could also find important applications in areas of medicine, such as proton therapy, where reliability and robustness of fibre technology could be decisive features.

"Can&#39;t We All Just Get Along?" Your Friends vs. Your Relationship ...

Things change! Yes my friends believe it or not when you become involved in a relationship or marriage there are certain things in your life and social life that will change. Unfortunately one of the things that we see change for the worse many times are our friendships. I know you have seen the scenario when a woman is tight with her best girlfriends, but then she gets into a relationship with a man and all of sudden her friends (especially her single friends) become really salty towards her. Suddenly she is a ?sellout? because her social life involves her man more and her outings become more couple friendly. Then ultimately comes the statement ?well she just flipped on us now that she has a man.? Okay now before we put on the boxing gloves to have this fight let?s explore the situation a little deeper. Come follow me!

When we decide to embark on a relationship we decide to put someone else in our lives that we are going to make a priority. We are trying to build a foundation for a long lasting relationship and marriage and in order to do that it we must spend time together. There are only 24 hours in a day and because this is true there is no way that our lives can remain the same as they were pre-relationship or marriage. I believe there is a disconnect that happens because we aren?t realistic about expectations. Sometimes friends expect that we will have the same amount of time to just chill with them as we used to. This is not to say that we should turn our backs on our friends, but it is to say that both parties, the friends and the person in the relationship, must learn to reach some type of balance.

Now let?s address another issue that seems to arise between friends when one gets involved in a relationship. Remember when I said that things change? Well that includes social activities as well. It?s only natural that when someone gets married they begin to share some of the same activities as other married people. People tend to hang around people that have like interests and there is nothing wrong with that. People will gravitate towards the people that they can begin to share the same experiences with and have similar conversations with. Suddenly the conversations become more about family and relationship issues more so than about the last girl or guy you met or the latest bit of drama and gossip that you became privy too. That?s not to say that those things aren?t still interesting or entertaining, but they just become less of a priority. Also the places you go will change. If you are a married man then sometimes it?s hard for your single friends to understand why you might not want to be in the strip club or be in the club until the lights come on anymore. Believe it or not it?s not because he is ?whipped? by his wife, he just understands that in those places exist serious temptation and furthermore there becomes a perception issue as well. If you are a married woman sometimes your girls might not understand why you can?t take all of the trips that you used to or why you can?t be her sidekick at the bar as much anymore or why you two can?t be the life of the party anymore. Sometimes instead of her friends understanding that they will label the woman as being sprung or being ?controlled? by her man. Maybe, just maybe, she is being respectful to her man.

The final thing I would like to address is this idea of your responsibility within a friendship and what sometimes happens when a friend get married. Our job as friends is to be supportive, understanding, and also honest with our friends. When your friend is married or about to get married why does that seem to be the time that many people become the least supportive? Given the fact that your friend isn?t a bridezilla of sorts I would fully hope that you would be willing to be as supportive as possible of her marriage process and her union. Even if you are single or slightly envious, your job as a friend is not to wear those emotions on your sleeve. If you respect your friend and their union then find ways to help make her life easier and be her escape rather than always presenting more drama or issues. I?m not saying you should cater to her every need, but I am saying be her friend rather than her enemy. If she is getting married, offer to help, if she is married and has kids already offer to help her with the kids one Saturday. Find ways to spend time together that may be more conducive to her lifestyle instead of condemning her for not being able to run with you the way she used to.

What we all must remember is that as we all transition and grow in life our priorities and activities will change, but that doesn?t mean that we can?t still be good friends to each other. One day you will be the one getting married or having kids and you are going to want your best friends to be there for you as well! With all of that said I?m just asking ?can?t we all just get along?!?

(AP) ? Oscar Pistorius could compete at this year's world championships after a South African judge eased his bail restrictions and ruled Thursday that the athlete, who faces a murder trial for the shooting death of his girlfriend, can travel overseas to run.

The international athletics body said that if Pistorius qualifies, it had no objections to him running ? an event that could eclipse the stir last year when he became the first double amputee to compete at the Olympics. Pistorius' agent told The Associated Press soon after the ruling that the world championships in Moscow in August could be a possibility if the runner wanted to return to the track on his carbon fiber blades.

Judge Bert Bam upheld the Olympic athlete's appeal against some of his bail restrictions, but said the 26-year-old Pistorius must travel under certain conditions. The athlete could face a life sentence if found guilty of murder for the Valentine's Day shooting death of Reeva Steenkamp.

His passport will be held by a court while he is in South Africa, and he can only leave the country if he provides an itinerary of his travel plans at least a week before he is due to leave. Pistorius must also hand his travel documents back to the court within 24 hours of returning home, Bam ruled.

"Based on this (the judge's decision), and if he is up for it and qualifies, the world championships will definitely be on the radar," Pistorius' agent, Peet van Zyl, told the AP by telephone.

The judge's decision was "fair," Van Zyl said, but any return to track would be up to Pistorius, who hasn't run competitively since September and hasn't trained for two months. The worlds are in August, while Pistorius' next court appearance is June 4.

"It's his call. He's the one under all the pressure for the court case and grieving for Reeva," the agent said.

Although Pistorius' lawyers said in the appeal hearing that he had no immediate plans to compete, he would likely need to return to track in the future to earn money, they said. Pistorius, widely known as the Blade Runner for his prosthetic legs, did not attend the court session.

"He has no desire to compete now but it might change and it will change," defense lawyer Barry Roux told the judge in arguing for Pistorius' travel restrictions to be eased. Roux said Pistorius would not try and evade trial if he is allowed to travel internationally, and would eventually need to run again "to earn an income."

"He is not going to run away and hide. He is going nowhere," Roux told the judge in the brown-walled courtroom in the high court, where television cameras and photographers were allowed in to record the proceedings. "Why stop him from traveling under controlled circumstances?" Roux added.

Pistorius says he killed Steenkamp accidentally when he fired shots through a door in his bathroom in the pre-dawn hours of Feb. 14, fearing there was an intruder in his house. Prosecutors say he shot the model and reality TV star intentionally after they argued, and they have charged him with premeditated murder.

The IAAF, athletics' ruling body, reiterated that it wouldn't comment on the case involving Pistorius, but he would be allowed to run at the world championships if he met the sporting criteria.

"If he qualifies for (the) Moscow World Championships next August, then on the basis of (the) 'innocent unless proved guilty' principle he would be free to run," IAAF spokesman Yannis Nikolaou said in a statement emailed to the AP.

The decision on whether Pistorius could run at other events would be at the "discretion of meeting organizers" and not the IAAF, Nikolaou said.

British Athletics chairman Ed Warner said it was too early to say if Pistorius would be invited to the London Anniversary Games in July at Olympic Stadium, a meet to celebrate the one-year anniversary of the Olympics. Any decision would be taken "with great care," Warner said.

Pistorius' last competitive race was his victory in the 400 meters final at the London Paralympics in September last year. He hasn't trained or "seen a track" for around nine weeks, agent Van Zyl said, but when he was ready they would consider both able-bodied and Paralympic events.

Van Zyl saw no reason why Pistorius shouldn't be allowed to run again by athletics authorities while accused of murder and said that he had been contacted by race promoters who wanted to see Pistorius return to competition.

"If they (track bodies) don't allow him to run and he walks out (of court) a free man, there might be a problem," Van Zyl said.

The judge also ruled in favor of Pistorius on three other bail restrictions.

He no longer has to be regularly supervised by a probation official and a ruling that he wasn't allowed to consume alcohol and could be tested at any time for alcohol and "prohibited substances" was lifted. Bam also slammed one of the bail conditions imposed by another court, saying a condition that Pistorius would be in breach of his bail if he was merely accused of another crime against women was "fraud." It went against Pistorius' constitutional right to be innocent until proven guilty, Bam said.

The high court judge's rapid ruling came three hours after the hearing began.

Two other restrictions ? that Pistorius was not allowed to return to his house, where he shot Steenkamp dead on Feb. 14, and had to report regularly to a police station ? should be "disregarded," the judge said.

It meant Pistorius' legal team succeeded in all its appeals. Pistorius' lawyers smiled after the judge ruled in their favor.

The prosecution wouldn't comment on how the ruling affected its case.

"Our focus is on the upcoming trial and we need to focus on that with all our minds," National Prosecuting Authority spokesman Medupe Simasiku said. "The investigation is going well and we believe that soon it will be completed."

The athlete's lawyers had earlier argued that he was being treated as a flight risk by his bail restrictions even though a magistrate ruled last month that he was not when he released Pistorius on 1 million rand ($108,000) bail.

Defense lawyer Roux also argued against a ruling that prevented him from speaking to residents near his home, saying he should be allowed to consult with them to prepare his defense.

Prosecutors had opposed the relaxing of Pistorius' bail restrictions and also said the appeal should have gone to the original magistrate's court that set bail for Pistorius, and not Pretoria's high court. Chief Magistrate Desmond Nair imposed the bail conditions on Feb. 22. Pistorius had been held in a police station until then. He hasn't been seen in public since and is believed to have been staying at an uncle's house.

Pistorius was not required to attend his appeal hearing and none of his family members were present at the court in the heart of South Africa's capital city.

At Pistorius' next court appearance in early June, the prosecution would aim to serve indictments, chief prosecutor Gerrie Nel told the court. Nel said there is a possibility that Pistorius' trial will begin by the end of the year.
