Holiday gift ideas for food and drink lovers. Now, I know that covers everyone because we all eat and drink but some of us care more about what we eat than others.

We are the connoisseurs, or gluttons if you will, or perhaps the wine or beer aficionado who talks incessantly about the new breweries or local wine. Hey, that's me! Anyway, I've come up with a list of ideas for the foodie (I was trying to avoid that word) in your life.

First, I think everyone should be giving gift certificates to restaurants, breweries and wineries with a note attached saying, "We're going together because part of this gift is that we are spending time together and enjoying great food and drink." So, we really could end all this holiday gift quandary right now.

However, if you want something a little bit different, get someone on your list a cooking class at Stages at One Washington in Dover. Chef Evan Hennessey's concept restaurant in the mills there has two or three themed dinners each month and the chef has thrown something new into the mix ? you can take a cooking class that cooks the dishes for a given dinner. Alice in Wonderland? Indulgence? Sounds like a ton of fun. The kitchen is spectacular, I really want to get my hands on some of that equipment and the food will be delicious. www.stages-dining.com

While we're on classes, take a brewing class. At A&G Homebrew Supply in Portsmouth and The Homebrew Barn in Hampton, you can get someone the gift of learning how to brew beer and wine or even cider, vinegar or make cheese. That's something you can do together, too! www.aghomebrewsupply.com and www.thehomebrewbarn.com.

In October I did something that was a heck of a lot of fun. Over at the Lindt Chocolate Outlet in Kittery they have Create Your Own Chocolate Bar set up where you get a tray with melted chocolate, which is just like a Lindt bar (so much so that it actually is a Lindt chocolate bar), and then you go over to the bar where you can festoon it with all sorts of treats like gummy sharks, hot cinnamon hearts, coconut, nuts ? oh about 30 or so fun "toppings" in all colors. Then, the expert there will put it into a machine to harden it, wrap it up and label it and voila! You have a personalized, creative, and delicious gift for someone. This is one of those things your kids can make and give to Grandma and Grandpa (which was always the difficult part at the holidays for me). It's just $10. Now, while I was there, I discovered all sorts of new things about Lindt, including chocolate bars I'd never seen before (the outlet has a vast selection including many made in other countries). They also introduced me to the technique of putting one of those Lindt truffle balls into my coffee. I had a big "hey why didn't I think of that" moment. They have their fun gold foil-covered bears and colorful foil Santas as well as many other chocolate figures this year too. www.lindtusa.com.

I'm also recommending, as did Oprah, the Corkcicle, which you put in the freezer, then your white wine and your wine stays nice and chilled. www.corkcicle.com.

The SodaStream is on my gift list too (you can carbonate vodka!) because you can make your own soda out of an infinite list of flavor possiblities (bacon!). www.sodastreamusa.com.

I'm thinking about getting a juicer too after seeing "Fat, Sick and Nearly Dead," and there are many to choose from at all price points. I love kale and carrot juice, I really do!

There are many great food-related books on the top of my list this year, including "Pastries," by Alison Pray who owns Standard Baking Co. in Portland (co-writer Tara Smith) Down East Books. The book is wonderfully designed and the recipes are easy and tasty.

Timothy Ferriss just came out with "The 4-Hour Chef: The Simple Path to Cooking Like a Pro, Learning Anything, and Living the Good Life" (Kindle Edition and in hardback from Amazon Books) His whole premise is that you can become a world-class chef in six months or less and he takes us from Manhattan to Okinawa, and from Silicon Valley to Calcutta, unearthing the secrets of the world's fastest learners and greatest chefs.

Ferriss uses cooking to explain "meta-learning," a step-by-step process that can be used to master anything, whether searing steak or shooting 3-pointers in basketball. That is the real "recipe" of "The 4-Hour Chef." You'll train inside the kitchen for everything outside the kitchen. Featuring tips and tricks from chess prodigies, world-renowned chefs, pro athletes, master sommeliers, super models, and everyone in between, this "cookbook for people who don't buy cookbooks" is a guide to mastering cooking and life." I'm pretty intrigued by this. He brings you through meta-learning, then the building blocks of cooking, foraging and more before sending you on your way to lifelong mastery of everything.

Wine lovers will like "The Juice," by Jay McInerney. (Alfred A. Knopf, 2012). It's a collection of his columns from the Wall Street Journal and you learn about wine through entertaining and well-written stories from his life. He's quite an expert. He'll also be at The Music Hall Loft tonight (Nov. 29) if you can get there.

There is always a great new cookbook from Phaidon press to get, and this year it's "The Lebanese Kitchen," the definitive book on Lebanese home cooking, featuring 500 authentic and delicious recipes that are simple to create at home. Salma Hage is a Lebanese housewife from Mazarat Tiffah, with more than 50 years of experience as a family cook and the recipes are simple and elegant at the same time.

If you know any restaurateurs or anyone who works in a restaurant, get them "The Art of the Restaurateur," which reveals the hidden stories behind some of the world's best restaurants, and celebrate the complex but unrecognized art of the restaurateur. It's by Nicholas Lander who owned L'Escargot in London in the 1980s and is now a renowned food columnist for the Financial Times. It covers everything you ever wanted to know about the highs and lows of the restaurant business, presenting the untold stories of the world's best restaurateurs, from luxurious Michelin-starred restaurants, to bustling neighbourhood bistros, to stylish fast-food cafes.

I also like "Jerusalem" (Ten Speed Press, 2012). This is a collection of 120 recipes exploring the flavors of Jerusalem from the New York Times bestselling author of "Plenty," Yotam Ottolenghi along with Sami Tamimi. You'll explore the vibrant cuisine of their home city ? with its diverse Muslim, Jewish, and Christian communities.

Also great is "Burma: Rivers of Flavor" by Naomi Duguid (Artisan, 2012). She tells terrific stories interspersed with 125 recipes and teaches you about the culture through food.

Business student restores historical post into fair trade store | The ...

What started as a class assignment for senior business major Nicole Johnny has turned into a revolutionary way to bring a community together and implement a lifelong dream. Johnny was assigned to write a business plan for her International Business class, but she did not stop there.

?
Johnny started her own fair trade store in her hometown Crystal, N.M., which is part of the Navajo Nation. Johnny is currently developing the start-up of her own trading post, which will serve as a gathering place, an educational arena, and an outlet for arts and crafts as well as a job source for the Navajo people.

?
Merging her business skills with her love for her culture, Johnny has cast an innovative vision. She grew up in the Navajo Nation in northwestern New Mexico and spent her childhood exploring the outdoors all the while learning to appreciate her heritage. Both of her parents obtained college degrees and started their own businesses on the reservation.

?
Johnny watched her grandmother weave when she was growing up, and now she weaves herself. However, when she watched her grandmother sell rugs to non-Navajo store owners, she would see the rugs being resold for two or three times the price the next day. Johnny saw this as unfair, which is why she decided to do something about it.

?
After completing her class assignment, Johnny reworked it from an international scale to a real-life working business plan.

?
The trading post will have a coffee shop to serve local students from the tribal college and a small library to serve students attending boarding school. The shop will also function as a store for local artists to sell their crafts. Among these functions, the shop will also be a cultural museum for others to learn about the Navajo culture.

?
?It?s a place where the community can share its history and beauty for everyone who wants to experience and learn about the Navajo culture,? Johnny said.

?
After Johnny developed her business venture and established her vision for the trading post, she had to deal with the practicalities of starting her own business.

?
?I submitted this version to the Navajo Nation Economic Development Committee,? Johnny said. ?I?m sure I was the youngest person who walked into their building with a business plan and I?m sure that someone thought I was too young. But they gave my business plan a look, suggested areas where I could revise it, and they liked it.?

?
The hard-working business student? obtained the support of her community for the project ? the very people she desires to serve.

?
Johnny is currently researching ways to fund the project and writing grant proposals to get her trading post up and running. She also is looking into the legal aspect of the business and working towards obtaining all the required clearances needed. These include permits to utilize the building safely and to legally serve and sell food. Johnny is working with Dr. Daniel Kipley of the APU School of Business and Management to help with the logistics of the venture.

Although Johnny is excited about starting her own business, this year has not been one without pain. Her father passed away unexpectedly this past summer, and she misses the comfort and understanding of her tribe while she attends college in California. Instead of taking a leave of absence, Johnny decided to stay and graduate on time.

?He was looking forward to my graduation, and I know he would want me to continue and finish,? Johnny said.

?
Johnny is not going to let struggles stand in the way of achieving her dream even though this committed student has faced adversity. Johnny draws inspiration from her Navajo culture.

?
?After 500 years of cultural genocide and massacres, we remain,? Johnny said.
The Navajo Nation still faces many issues from job shortages to alcoholism. But Johnny acknowledges that her generation is a part of a positive change for her people.

?
?We?re survivors. And even though my trading post is a small contribution, it?s a part of this change,? Johnny said.? ?I refuse to let my culture, traditions, language and people be forgotten.?

Health officials tell Greece to act fast to control HIV - AIDS/HIV ...

A spiraling outbreak of HIV in debt-stricken Greece could run out of control if urgent action is not taken, European health officials said on Friday.

The European Centre for Disease Prevention and Control (ECDC) said infections with the AIDS-causing virus among drug users and other high-risk groups were rising fast, and that a failure to act would mean far higher costs in future.

ECDC director Marc Sprenger will meet Greek officials this week to say that free needles, syringes and opioid substitution projects must be stepped up, and testing and treatment for the human immunodeficiency virus made available to all.

?Immediate concerted action is needed in order to curb and eventually stop the current outbreak,? he told Reuters as the ECDC published a report on Greece?s HIV problem.

Since 2009, recession in Greece has reduced economic output by a fifth and sent unemployment to a record high.

The healthcare system is under extreme pressure, making it harder for the poor, unemployed or homeless to get treatment.

While Greece has only 7.4 HIV infections per 100,000 people, compared to 10 per 100,000 in Britain or 27.3 in Estonia, rates have soared since 2011 in high-risk groups such as drug users.

From 2007 to 2010, there were only 10 to 15 cases a year of HIV infection in injecting drug users.

But during 2011, there were 256 such cases - or 27 percent of the total. Another 314 were reported between January and August 2012, most of them in the capital.

Combination drugs can give patients with HIV near-normal life expectancy, but the drugs must be taken for life, and cost 10,000 to 22,000 euros ($13,000 to $28,500) a year. Sprenger said Greece?s costs were at risk of running out of control.

?If a scale-up (in prevention and testing) is not achieved, it?s likely that HIV transmission among people who inject drugs in Athens will continue and even accelerate - and could eventually spread,? he said.

?The cost of prevention ... will be significantly less than the provision of treatment to those who become infected.?

The ECDC said it was unclear how much Greece?s debt crisis has contributed to HIV outbreak.

Rates of other health problems such as depression and suicide have been rising in Greece, which is also battling the re-emergence of mosquito-borne diseases such West Nile Virus and malaria.

Celebrities safe from roving paparazzi drones ... for now

Celebrity gossip site TMZ found itself on the other side of the rumor mill Tuesday morning, after a story claimed it?applied for a surveillance drone permit from the Federal Aviation Administration. This news comes just as the FAA pushes back its deadline for selecting drone testing sites, citing for the first time its concerns over privacy.

But fear not, famous people!

Stacked in between posts about Jared Leto?s lack of eyebrows and ?ELMO ACCUSER #3? is TMZ?s denial, ?We?re NOT Keeping Up with the DRONESES.?

?We don?t have a drone ? we don?t want a drone ? we never applied for a drone,? the post reads, in part. ?Truth is ? while drones are, in fact, awesome ? it just ain?t true.?

The?San Francisco Chronicle?added a correction to the online version of its domestic drones story, which initially?contained the faulty fact. Tech, privacy and gossip blogs referencing the claim updated their posts as well.

Even the FAA issued a statement, assuring celebrity targets and their concerned fans that "TMZ does not have FAA authorization to fly an Unmanned Aircraft System (UAS), and we have no record that TMZ ever requested or inquired about an authorization."

But here?s the thing. Faster than TMZ could?refute the?drone accusation, plenty of people had no problem imagining that TMZ wanted one ? and?a few were?maybe?a little surprised to learn the ace gossip gathering institution doesn't have a drone?over Kanye West even now.

??Of course we were ready to believe,? said?Professor Matt Waite, the trailblazer behind the Drone Journalism Lab at the University of Nebraska-Lincoln's College of Journalism and Mass Communications.

If there?s two sure things, Waite told NBC News, it?s that, one day, ?paparazzi will use drones way they use helicopters, people on motorcycles, long telephoto lenses and anything else that gets a shot that brings them a bunch money.? The other, nearer sure thing? ?Significant lawsuits.? ?

This would explain the FAA?s reluctance to allow just any ol? person to cruise over crowds with what is, pretty much danger-wise, a million-dollar flying?lawnmower.?

Drones and journalism have great possibilities. From Fukushima?to Gaza, unmanned surveillance drones can help reporters gather important information without risking their lives.

Drones are valuable environmental monitors as well. This year,?the Drone Journalism Lab used an unmanned aerial vehicle to document Nebraska?s current drought, said to be even worse than the 1930s Dust Bowl. Aerial shots of the state?s desiccated landscape ? dry fields, dead grass and dying trees ? tell a story that?flow charts recording (the lack of) rain inches just can?t. ??

But celebrity stalkers piloting swarms of drones could wreak unprecedented havoc, the likes of which haven't been seen since?helicopters?cursed the extravagant cliffside wedding of Sean Penn and Madonna back in 1985. (Google it, kids!) Topless royals and hapless Lohans would be at the mercy of GPS-controlled Predators.

So for now,?universities, the military and police departments ? as well as drone manufacturers ? are the only groups the FAA considers eligible?for domestic drone licenses. Universities don't have the funds for drones that can fly for much more than 15 minutes, let alone maintain course in a five mile-per-hour wind.

You are right to?be concerned about your privacy, though,?even if you?re not a famous person. It's just that the privacy concerns of the moment?center around those eligible government agencies.?

"Drones have the ability to carry all types of surveillance ?equipment,"Jennifer Lynch, staff attorney at the Electronic Frontier Foundation, told NBC News.

"Basic video cameras, infrared cameras, technology to intercept communication. The larger drones purchased and flown by the federal government can fly so high you can?t see them." Drones operated by the feds can fly for days, and take photos that are way better than what you see on?Google Earth, Lynch added.

"A lot of concerns raised with surveillance drones are not new," Lynch said. ?We would have similar concerns about an area blanketed by security cameras or technology that can intercept cellphone signals."

For all that?the EFF and other?advocacies,?such as the American Civil Liberties Union, know about drones, how that information is used and stored by the government is mostly a mystery to all but insiders.

In October, following what it says were ignored Freedom of Information Act requests, the Electronic Frontier Foundation filed suit against the Department of Homeland Security in an effort to find out why the DHS loans out Predator drones to police departments across the country. A similar suit against the FAA resulted in a steady drip of information the EFF updates on its website, along with a map pointing out where drones are located.

While the FAA was quick to quell misinformation about TMZ's lack of a drone, it hasn't been so forthcoming with information about who does have them. Part of the problem, Lynch said, is that the FAA must talk to the agencies its licensed before it makes that information public.?

"The whole point of issuing licenses is so we can see what's going on in the air at any given time," Lynch said.?"It's unusual?for such a transparent association to keep the information on drone flights so secret, and it's very difficult to?evaluate the privacy and free speech concerns about drone flight without the information about who is flying drones right now."?

Well, at least we know it's not TMZ.?One day, the skies may be abuzz with paparazzo-copters training their 360-degree cameras on wardrobe-malfunctioning?starlets?or spawning?Kardashians. For the time being though, thanks to the FAA, it'll still?just be?dudes on scooters.

(AP) ? A former "Sons of Anarchy" actor who was the lone suspect in the killing of his landlady did not have drugs in his system when he died, according to an autopsy report released Thursday.

Authorities had been interested in whether Johnny Lewis was on drugs or medication when he apparently killed Catherine Davis in her home and then fell to his death in her driveway.

Lewis had recently been released from jail and had a string of drug-related arrests before the killing. His attorney had speculated he might have been in a drug-induced psychosis when he killed Davis.

Toxicology results on Johnny Lewis found no traces of cocaine, alcohol, marijuana or any other types of drugs in the actor's system. Officials checked for anti-psychotic drugs as well as psychedelic drugs.

An autopsy report noted that Lewis had nail marks on both sides of his neck when he died and had suffered partial strangulation. His death was ruled accidental because there was no evidence he attempted to kill himself or had been pushed.

Police believe Lewis fell while trying to flee the home after killing Davis, 81, who operated a retreat for writers and actors out of her home.

Lewis had played Kip "Half-Sack" Epps on the TV drama "Sons of Anarchy" in 2008 and 2009 before his character was killed off.

He had been arrested three times during the past year. Probation officials earlier this year expressed concern about Lewis' mental health and his danger to others.

A probation officer who evaluated Lewis' case after he attempted to break into the home of a woman wrote that he was being "very concerned for the well-being of not only the community but that of the defendant."

The report added Lewis suffered from some form of chemical dependency and mental health issue, and was a transient.

"Given this, (Lewis) will continue to be a threat to any community he may reside," it said

The break-in attempt came about six weeks after the actor hit two men over the head with a bottle during a fight.

Lewis' attorney, Jonathan Mandel, said after his client's death that drugs may have been a factor in the deaths. He said he recommended treatment for Lewis but he declined it.

Father of Michael Jackson suffers mild stroke

(AP) ? A spokeswoman for Michael Jackson's father says the musical family's patriarch has suffered a mild stroke.

Angel Howansky says Joe Jackson went to a Las Vegas hospital late Wednesday night when he had trouble standing up and walking. She says the 83-year old Jackson was having pains in his head but reports he is feeling fine Thursday and should be released on Friday.

She says he called a friend who drove him to the hospital.

Jackson's wife, Katherine, is reportedly on her way to Las Vegas to be with him. Jackson has maintained a residence there for many years while his wife lives in Los Angeles, where she cares for the late pop star's children.

Howansky says Jackson has had small strokes at least twice before this.

Illinois House votes to give Chicago more time on school closings

SPRINGFIELD, Illinois (Reuters) - The Illinois House voted by a wide margin on Wednesday to give the Chicago Public Schools, the nation's third-largest district, four more months to announce what could be dozens of school closings.

The state Senate, which also needs to approve the measure, will vote Thursday, an aide to Senate President John Cullerton said.

The district, which was hit with a strike by public school teachers in September, forecasts a $1 billion deficit next year and is widely expected to try to balance its budget in part by closing public schools.

School officials say they want the additional time to consult with the community over how best to close schools. The district has offered to enact a five-year moratorium on school closings after fall 2013 if it receives the deadline extension. School officials had been required by law to announce planned closings by December 1.

The Illinois House voted 84-28 for the extension, backed by Mayor Rahm Emanuel. A version of the bill also has been passed by the state Senate, but both chambers must agree on the same legislation and Governor Pat Quinn must sign it before week's end, or the deadline stays the same.

In praising the House's action, Emanuel said in a statement, "Our city has more school buildings, classrooms and desks than it has students and it is essential that we take time to create a sensible plan that invests our resources most effectively so that every child in every school gets a high-quality education."

The Chicago Teachers Union has objected to the extension and wants a moratorium on school closings to start immediately. The union said the district is approving new, mostly nonunion charter schools as it plans to close neighborhood schools, primarily in minority communities.

The district's enrollment has fallen nearly 20 percent in the last decade, mainly because of population declines in poor neighborhoods. The district said it can accommodate 500,000 students, but only about 400,000 are enrolled.

About 140 schools are half-empty, according to the district. The union said 86 Chicago public schools have closed in the past decade, but the district could not confirm that number.

Urban school districts around the country are grappling with the issue of declining enrollment, including in Philadelphia, Milwaukee, Kansas City, Detroit, Pittsburgh and Washington, D.C., according to a study last year on school closings by the Pew Charitable Trust.

The first Chicago teachers strike in 25 years drew national attention to the city's dispute over education reforms such as teacher evaluations. The teachers were given a pay raise as part of the strike settlement.

Chicago teachers and some parents have complained that the school district has ignored their concerns over closings.

Pentagon says "lot of money" still to be made in arms business

NEW YORK (Reuters) - The Pentagon's chief weapons buyer on Wednesday reassured industry executives and investors that there was still "a lot of money" to be made in the defense business, despite mounting budget pressures that will limit spending on new arms programs.

Frank Kendall, defense undersecretary for acquisition, technology and logistics, said the budget outlook had clearly changed after a decade of continuous increases in U.S. military spending.

But he said the Pentagon's annual budget remained quite large -- and even a worst case scenario that would cut defense spending by an additional $50 billion or around 10 percent in fiscal year 2013 -- was "not the end of the world."

"We're going to work our way through this," Kendall told an investor conference hosted by Credit Suisse. "There's a lot of money still to be made."

He said the U.S. military's new strategy which sees a pivot to the Asia-Pacific region, and calls for increased investment in cybersecurity and space, would result in new growth opportunities for defense companies.

The department was also mindful of the need to maintain critical design skills in aerospace, he said.

"We're in this together. The health of the industrial base is very important," he said.

Kendall told participants that the department's latest "better buying power" initiative factored in feedback from industry, and vowed to better align profits paid to defense contractors with improved performance.

He insisted the department was not out to cut industry's profits, saying that the Pentagon viewed weapons makers as part of its overall "force structure" and was looking for more "win-win" deals that save money while rewarding good performance.

The Pentagon unveiled the initiative earlier this month, saying the U.S. military needed to "wring every possible cent of value" from the dwindling dollars in the U.S. defense budget.

Lockheed Martin Corp , Boeing Co , Northrop Grumman Corp , General Dynamics Corp , Raytheon Co and other defense firms are carefully watching the Pentagon's approach to contracts as they brace for lower defense spending after more than a decade of growth.

President Barack Obama and Congress agreed last year to cut projected national security spending by $487 billion over the next decade. The Pentagon faces another $500 billion in across-the-board cuts beginning in January unless Congress can agree over the next month on an alternative.

Kendall said he expected Congress to avert the additional budget cuts, but added that even if they kicked in as scheduled, they would not result in massive, instantaneous layoffs.

"It's a devastating thing to do to the department, but it is not something that happens overnight," he said.

Wes Bush, chief executive of Northrop Grumman, said he welcomed the Pentagon's new initiative, and was encouraged by the overall tone of Kendall's remarks at the conference.

"I think they've made a really positive step forward here," Bush told Reuters after Kendall's speech. He said he was particularly encouraged by the Pentagon's focus on maintaining a technological edge, even as budgets declined.

"We can't let go of technological superiority in a tougher environment," he said.

Michael Strianese, chief executive of L-3 Communications Holdings Inc , said Congress was likely to avert the full brunt of the budget cuts that are due to take effect in January.

"I think there'll be a much smaller version that gets enacted -- orders of magnitude smaller," he told Reuters.

Hearing on Veterans Affairs Conference Spending Turns Combative

Veterans Affairs Department officials assured lawmakers during a hearing on Wednesday that VA has taken measures to ensure it will not waste taxpayer dollars on lavish conferences such as two widely criticized human-resources training events held in Orlando, Fla., in the summer of 2011. But the hearing turned contentious, with one Republican going as far as to say he ?could care less about the bureaucrats? at VA. ?

House Veterans? Affairs Committee members on both sides of the aisle blasted the department for its lax oversight of the Florida conferences and for its inability to provide additional information about the events.

?Absent any clear response? to requests for information, said committee Chairman Jeff Miller, R-Fla., ?I am left to wonder whether VA, at best, has no reliable controls on its spending or, at worst, is hiding something from this committee.?

The department spent more than $6 million on two conferences in Orlando in July and August 2011, according to a report by the department?s inspector general. Auditors cited ?serious lapses in oversight, judgment and stewardship? within Veterans Affairs.

VA Deputy Secretary W. Scott Gould on Wednesday maintained that the conferences -- held to improve human-resources training -- were valid in concept, but agreed they were unacceptable in execution.

?No one was more disappointed than [VA] Secretary [Eric Shinseki] and I,? Gould said.

He added VA is conducting a comprehensive review of its conference spending procedures and has implemented stronger oversight and additional accountability measures. When repeatedly challenged on how the excessive spending could have happened in the first place, Gould was less conciliatory, arguing the actions taken by a few involved in the conferences are not representative of the ?320,000 hardworking VA employees.?

Miller began the hearing by displaying Facebook photos from an official VA page that showed an employee on vacation, implying the trip was paid for by federal tax dollars. Gould said the employee was on a vacation that was personally funded, and while the photos should not have been posted to the official page, they were not indicative of any wrongdoing.

?Putting that kind of information up is a slap at the employees who work at VA every day,? Gould said, adding the language that the committee members used has ?tarnished the reputation? of the employees.

?I have not one time slapped at any of the 300,000 VA employees,? Miller interjected. ?I have slapped at the leadership.? Referencing a ?civil conversation? in private with Gould on Tuesday, Miller added, ?the truce is over. It lasted less than 24 hours.... Don?t you ever accuse a Democrat or a Republican on this committee of slapping any of the hardworking 300,000 VA employees.?

Moments before, however, Rep. Bill Flores, R-Texas, struck a different chord when questioning VA officials.

?It all seems like the bureaucrats versus the veterans, and to me the veterans come first and I could care less about the bureaucrats,? Flores said. Miller told Government Executive after the hearing that Flores was simply referring to the leadership at VA.

Republicans repeatedly accused VA of evading their questions, saying they had sent 66 requests for information to the department that have gone unanswered, including the total amount spent on conferences since 2005, total amount spent on foreign travel for conferences and a list of everyone who attended the two conferences in 2011.

Gould said the reason for the delay is the volume of requests and the need to ensure accuracy.

?There is a range of inquiries we get from your committee and others -- the Senate side as well -- and the effort to provide accurate information ... is the sole reason for our delay here,? Gould said.

Rep. Corrine Brown, D-Fla., said the hearings have become excessive, calling the amount of time VA has spent gathering and sending information to Congress rather than actually helping veterans ?ludicrous.?

Not all of Brown?s fellow Democrats agreed with her assessment:

?I don?t consider it to be ludicrous,? said Rep. and Sen.-elect Joe Donnelly, D-Ind. ?I consider it to be doing our job.?

Miller ended the hearing on an ominous note, telling VA officials their correspondence with his committee was just beginning. ???

?Expect more questions from this committee, because they are coming in great volumes,? he said, just before slamming the gavel to adjourn.

Kerosene lamps identified as big source of black carbon

ScienceDaily (Nov. 28, 2012) ? The primary source of light for more than a billion people in developing nations is also churning out black carbon at levels previously overlooked in greenhouse gas estimates, according to a new study led by researchers at UC Berkeley and the University of Illinois.

Results from field and lab tests found that 7 to 9 percent of the kerosene in wick lamps -- used for light in 250-300 million households without electricity -- is converted to black carbon when burned. In comparison, only half of 1 percent of the emissions from burning wood is converted to black carbon.

Factoring in the new study results leads to a twenty-fold increase in estimates of black carbon emissions from kerosene-fueled lighting. The previous estimates come from established databases used by the Intergovernmental Panel on Climate Change and others. One kilogram of black carbon, a byproduct of incomplete combustion and an important greenhouse gas, produces as much warming in a month as 700 kilograms of carbon dioxide does over 100 years, the authors said.

"The orange glow in flames comes from black carbon, so the brighter the glow, the more black carbon is being made," said study principal investigator Tami Bond, associate professor of civil and environmental engineering at the University of Illinois at Urbana-Champaign. "If it's not burned away, it goes into the atmosphere."

The findings, published online this month in the journal Environmental Science & Technology, are coming out at the same time that the United Nations Climate Change Conference kicks off in Doha, Qatar. While officials from around the world are seeking effective policies and guidelines for cutting greenhouse gas emissions, the study authors note that the simple act of replacing kerosene lamps could pack a wallop toward that effort.

"There are no magic bullets that will solve all of our greenhouse gas problems, but replacing kerosene lamps is low-hanging fruit, and we don't have many examples of that in the climate world," said study co-author Kirk Smith, professor at UC Berkeley's School of Public Health and director of the Global Health and Environment Program. "There are many inexpensive, cleaner alternatives to kerosene lamps that are available now, and few if any barriers to switching to them."

Smith pointed to lanterns with light-emitting diodes that can be powered by solar cells or even advanced cookstoves that generate electricity from the heat produced. Such technology, said Smith, is already available in developing countries.

The researchers used kerosene lamps purchased in Uganda and Peru and conducted field experiments there to measure the emissions. They repeated the tests in the lab using wicks of varying heights and materials, and kerosene purchased in the United States as well as in Uganda.

The study authors noted that converting to cleaner light sources would not only benefit the planet, it would help improve people's health. A recent epidemiological study in Nepal led by Smith and other researchers at UC Berkeley's School of Public Health, for example, found that women who reported use of kerosene lamps in the home had 9.4 times the rate of tuberculosis compared with those who did not use such lamps.

"Getting rid of kerosene lamps may seem like a small, inconsequential step to take, but when considering the collective impact of hundreds of millions of households, it's a simple move that affects the planet," said study lead author Nicholas Lam, a UC Berkeley graduate student in environmental health sciences.
